Summary: This New York law provides that the commissioner is hereby authorized to (a) promulgate, after public hearing, such rules and regulations as are necessary to supplement and give full effect to the provisions of sections one hundred thirteen, one hundred fourteen and one hundred seventeen of this article; and (b) exercise all other powers and functions as are necessary to carry out the duties and purposes set forth in sections one hundred thirteen, one hundred fourteen and one hundred seventeen of this article.

The commissioner is hereby authorized to:

(a) promulgate, after public hearing, such rules and regulations as are necessary to supplement and give full effect to the provisions of sections one hundred thirteen, one hundred fourteen and one hundred seventeen of this article; and

(b) exercise all other powers and functions as are necessary to carry out the duties and purposes set forth in sections one hundred thirteen, one hundred fourteen and one hundred seventeen of this article.

Section 3 of L.1978, c. 220, eff. June 5, 1978, provided:

“The commissioner of agriculture and markets is authorized to promulgate, after public hearing, rules and regulations; provide for data processing procedures; develop forms; assign identification numbers; and to perform such other acts as may be necessary to accomplish the licensing, identification and control of dogs as required by article seven of the agriculture and markets law, to be added by section two of this act by the effective date of said section [Jan. 1, 1970].”
